In the story that Twilight is reading, Celestia doesn't have a crown and necklace until after she banishes Nightmare Moon. The tiara she is wearing is the Element of Magic, which she is depicted using in the story to banish Nightmare. The idea of using the Elements of Harmony
to banish a sister seems completely contrary to their name to me.
